Which Communities
A "new and emerging community" is any ethnic community that has experienced a significant percentage increase in the number of people arriving in Australia in the past fifteen years. These communities are relatively small and may experience one of the following: high levels of unemployment, English language barriers, low-income status or other social factors that could be defined as special needs.
More recently-arrived communities lack resources and have not established regular media in their own language.
The following cultural groups are eligible for funding with the Community Broadcasting Foundation (CBF) for a radio program start-up grant:

In addition to this list, the list below shows groups that have been coming to Australia for some time but still have new arrivals who need assistance in settlement issues.
Therefore any of the cultural groups mentioned below need to provide, on their radio program, a significant amount (more than 10 percent) of spoken content as settlement information or other information aimed at new arrivals within that language/cultural group to be eligible for a one-time only new and emerging community grant.
