Information for Stations

The current training is coordinated through the Community Broadcasting Foundation (which administers the funds for both the training and the maintenance of the National Training Program) and the stations where the training is delivered.

Funding applications are made to the Community Broadcasting Foundation. Applications are considered three times a year and information about closing dates and guidelines is available at the CBF website at http://www.cbf.com.au - follow the prompts from Grants and Ethnic Training Grants.

Stations proposing to undertake training should also contact one of the following RTOs (Registered Training Organisations):

You will find that the guidelines are very clear about numbers required, gender balance and the scale of funding available for delivery of each of the training topics and programs delivered.

The Application Process
Generally speaking the application process occurs like this:

• Broadcaster approaches station to request training/station responds to determined need
• Station in consultation with broadcasters identifies training needs
• If necessary station contacts the NEMBC for advice on delivery options and for contact details of accredited trainers
• Station determines, through consultation with broadcasters and trainer, best delivery option (in terms of content, duration, dates, equipment and resource needs and times)
• Station makes application to the Community Broadcasting Foundation with a list of topics (modules), proposed participants and training dates

Stations
Applications for funding are made by the stations to the Community Broadcasting Foundation. The station is the applicant and is therefore responsible for the coordination of the training.

This responsiblity includes:

• in consultation with ethnic broadcasters determine the topics to be included in the training program and the timing of the training
• promoting the training within the station to all ethnic broadcasters
• providing an appropriate training venue
• providing access to required training resources and to technical equipment as and when required by the trainer
• providing administrative support to trainers such as assisting with photocopying
• employing (engaging and paying) the trainer
• ensuring the grant is properly acquitted
• forwarding student records to the CBF, and relevant RTO

The delivery of training provides excellent opportunities for the station managment to build stronger links with the ethnic broadcasters at your station. It is recommended that a representative of the station management attend the first session of the training program to ensure that information particular to your station is made available to the participants. This includes safety and security procedures, programming policies and any other policies and procedures that will be valuable to new or established broadcasters.

The station will receive some funding to cover administration costs and it is expected that the station will take responsibility for advertising the training to ethnic broadcasters at the station and ensuring that training space, equipment and resources required by the trainer are made available for each session. This will include photocopying of learner resources. It is, however, the responsibility of the trainer to ensure that these are made available to the station in sufficient time for the photocopying to be prepared.

Trainers
People delivering training must be accredited with the CBAA training office and registered with the NEMBC. They must have a Certificate IV in Training and Assessment or equivalent and have been recruited on the basis of their sensitivity to people from different ethnic backgrounds, their broadcasting skills and their dedication.

The trainer is responsible for:

• negotiating appropriate times for the delivery of training with the station
• informing the station of resource and equipment requirements
• delivering the training program in accordance witht the AERTP training program
• assessing students' individual competencies
• maintaining student records and recording results appropriately
• forwarding all student records to the station

Certificate qualifications
The NEMBC has aligned the former AERTP training program with the National Training Package so that now we can deliver Certificate II, III and IV. The major change is that each module or topic is aligned to one or more units of competency from the National Training Package and the qualifications issued will specify which units of competency have been achieved. These qualifications are industry endorsed and nationally recognised.
